Importance of time Essay

Do to the fact that I could not maintain punctuality in a classroom environment I shall be writing an essay of the importance of punctuality in the United States Military. Now of course it seems like this would be easy to understand however I had managed to forget it and this shall explain it in this essay. Before you can understand how being punctual is important you must understand what being punctual means. Punctuality is the characteristic of being able to complete a required task or fulfill a moral duty before or at a specific time. There is often an understanding that a small amount of lateness is acceptable.. However in some cultures, such as Japanese society, or in the military there basically is no allowance. Some cultures have an unspoken understanding that actual deadlines are different from stated deadlines; for example, it may be understood in a particular culture that people will turn up an hour later than advertised. In this case, since everyone understands that a 9 A.M. meeting will actually start around 10am, no-one is inconvenienced when everyone turns up at 10am. In cultures which value punctuality, being late is tantamount to showing disrespect for another’s time and may be considered insulting. In such cases, punctuality may be enforced by social penalties, for example by excluding low-status latecomers from meetings entirely. Being at the right place at the right time for any member of the Army is extremely essential to the defense of the entire United States of America. It’s because of this that being on time is remarkably important. Dependability, accountability, consistency and discipline are all crucially related to being on time. Furthermore, promptness also shows that the individual Soldier aims high and has their priorities straight. However, being where one needs to be at the appointed time will always be one of the most important aspects of being a Soldier. This is why failure to be on time not only severely hinders mission capability and readiness, but also can without a doubt cost unnecessary loss of life. It is important to realize that it is necessary for those in the Armed Forces are held to a higher standard. Being punctual in the military is important for many reasons, some of which I shall describe, right now. One of the few reasons for punctuality in the military would be if someone is late for a patrol or convoy that patrol or convoy might have to leave without that person, or maybe wait for them or can’t leave without them and be late to a rally point in which it is possible that it would cost some one  there life for you being late being late to a convoy and could lead to dire consequences. Not necessarily to you but to your battle buddies you let down by not showing up. While they are on patrol, or convoying to another area, something could happen that could either need your expertise and training or they could just need another soldier to keep watch of their area and without you it would take more manpower from less people to do the job that you were supposed to do. Or maybe the patrol you were supposed to be on could be ambushed and your weapon, your eyes and your training could be what makes the difference between your patrol losing soldiers or not. It is possible that if you had been there your patrol could have seen the ambush with the extra set of eyes watching, or taken out the enemy with the extra soldier carrying a weapon he/she was trained to use. Now being late could be what makes you lose battle buddies that could have survived if you were there to help them in that situation. Even more possible is that your battle buddies are on a convoy and it could have been your eyes that notice the strange object in the road or the slight discoloration, or maybe the disheveled earth of the road ahead of you that could have prevented your convoy from running into an IED. Or in another situation one might be on their way to meet someone from another country and showing up late would be looked at as a dishonorable and that you didn’t care about them or what they were trying to do. Also being late could also hinder your battle buddies at work. You being late makes your battle buddy who you are supposed to relieve stay later than he/she is supposed to, meaning that said person loses sleep time. Another reason might be because if you were going to relieve someone from duty on a guard duty it will make whoever your relieving have to stay at work. Therefor making them stay longer which then makes them tired and sluggish. And because they are because they are tired and sluggish, it increases the high chance that whatever work that person does would be under par and not up to standards because of lack of sleep. Which on a guard post they might fall asleep and someone might slip in or pass along some classified information to the enemy without any difficulty. Although the United States is not the only society that places a high regard on being on time, Americans in particular it would seem have been criticized in the past for being a highly time-oriented people, and some other cultures may not place the same level of importance on being punctual as exists in the United States today. This sense of being tied to a clock may strike some observers from other cultures as being downright psychotic, but the fact remains that the importance of being on time is an enormously important part of the American value system and it would be reasonable to suggest that this will not change. In addition, people who fail to be on time also demonstrate whether intentionally or not what may be considered as a callous disregard for other people and their time. In the United States, then, the importance of punctuality is well established and those who are even a few minutes late for say, a job interview, run the very real risk of losing out to lesser qualified candidates simply because they were unable to find a place to park in time. Similarly, people who are consistently late will be viewed as unreliable by most employers and also run the risk of losing whatever employment they have managed to secure in the first place. Being on time is one thing, but being early is completely different. When you’re assigned to be at an appointed place at an appointed time then there is no room for tardiness. Not only is it disrespectful to your co-workers in regards to making them stay later and putting them â€Å"under the bus† but also it is an integrity check and denotes your lack of responsibility. When you have a trend of being late none of your co-workers will feel as if they can’t rely on you.

Apple and Increasing Market Share

Apple Inc. is a successful developer of both computers and consumer electronics. The company’s most popular products include Macintosh computers, iPod mp3 players, iPhone smartphones and most recently the iPad, which is a hybrid of a tablet computer, and an eReader. Apple’s Macintosh computers, iPods, iPhones, and iPads all share characteristics that make them part of the general information technology industry. However, since they are very different products each belongs to a more specific industry. The Macintosh computers are included in the personal computer industry, iPods in the personal media player category and, depending on the model, the mobile internet device (MID) market and iPhones to the smartphone and MID industry. The iPad has not been released to the general public yet, but considering its various features it could belong to many markets. However, it will most likely be competing with the internet tablets, netbooks, and eReaders. Considering their competitors, one could surmise that the iPad will belong to both PC and eReader markets. By incorporating market assessment and predictions for each of Apple’s products, as well as consumer research into the promotional strategy, Apple will be able to improve its product sales 10% over 2011. Macintosh computers are Apple’s oldest product category. Their price point is significantly higher than Windows based PCs. This knowledge, combined with Apple’s popular Mac vs. PC television ads, can tell us a little bit about Apple’s target consumer. In the Mac vs. PC ads, Mac is represented by a young, trendy individual while PC is represented by a middle-aged nerd. This depiction of Mac, coupled with its higher prices (the cheapest Mac sells for $999), tells us that Mac is trying to attract younger individuals, within the 18-24, 25-34 and 35-44 age bracket with a higher-than-average income of the $50,000-$79,000 bracket and above. Due to the higher price point, Apple is targeting college graduates, because they tend to make more money. In the famous Mac vs. PC ads, Mac is portrayed by a male actor indicating that the company’s target market may be slightly more aimed at males than females (Get a Mac – Watch the TV Ads). Maintaining the current target market appears to be a wise strategy since reducing prices now in order to attract less affluent consumers could risk Apple’s image as a status symbol and its brand equity, especially when one considers a recent study of Apple consumer psychographics in which Mac users were considered to be less modest and more assured of their self superiority than the general population. I would recommend, however, that the Macintosh not entirely dismiss the female audience or older consumers. Older consumers tend to have more disposable income than the younger consumer. Therefore, with the brand’s higher price point, it would make sense to include the 45+ consumers in promotional strategy as well (Fried). As part of the personal computer industry, Macs are subject to several trends occurring within the industry. First, industrial design is becoming much more important in the minds of consumers than technological features. Consumers want computers that are more portable and can handle work and school requirements. Lower-priced mini-notebooks are becoming increasingly popular with consumers. It should be noted that the according to Gartner, ‘mini-notebooks were the only growing PC segment in 2009. ’ In another recent study by Gartner, it was predicted that by 2014 in a mature market, design would be the primary reason 20% of consumers will decide to purchase a new computer. However, computer firms should consider not only the outward design of the machine. Consumers also want user-friendly systems that work well with their other electronic devices. The second factor impacting the personal computer market is increased concentration on targeting even younger consumers. The main features expected to entice these youths are touchscreens and cheap mini-notebooks. Gartner has predicted that ‘by 2015, more than 50% of PCs sold to users under the age of 15 will have touchscreens. ’ Similarly the research company predicted that 20% of mini-notebooks would be sold to consumers 12 years of age and younger by 2012. It is also predicted that mini-notebook sales to children will be the quickest growing segment among PCs (Kitagawa). Considering this information there are many routes Apple can take to increase their market share in the personal computer industry. First, for consumers who want cheaper options, portability, and great design, Apple should use this as an opportunity to position the iPad as an alternative to the mini-notebook. The $499 device is capable of running Apple’s version Microsoft Office, iWorks, and in the future the iPad application store may include Microsoft Office apps. The device basically allows consumers to do more or less the same things as a mini-notebook but has the sleeker design and more user friendly interface that consumers are demanding. An alternative to this would be for Apple to design a mini-notebook version of the Macintosh since at present, the closest thing Apple has to compete with this product is the Apple Air, which while it does weigh less than most computers on the market, the product is still very wide in comparison to the standard mini-notebook (IPad – See the Web, Email, and Photos like Never Before). If Mac wants to continue to compete against its Windows counterparts, Dell, Toshiba, HP and Asus, the company needs to be prepared to compete in the mini-notebook arena. Apple could do this by positioning the iPad as a mini-notebook in consumers’ minds or by creating a new product, a Macintosh mini-notebook (Kitagawa). A second route Apple could take to improve its sales involves the trend of multi-touch surface computers becoming increasingly important in targeting younger personal computer users. Gartner noted that due to this trend, new markets will be developed for lower cost, with touchscreen computers targeted toward younger users. Apple could define this market with its iPad, or a version of the iPad. Especially since younger users have an easier time using touch screens that are horizontal (like the iPad) than vertical screens (like a netbook). It is important that Apple work on defining this market now, because the new Windows 7 operating system is fully equipped to allow PCs, Mac’s biggest competitors, to enter the portable touch-screen PC market (Kitagawa). To solidify the best strategy in increasing sales in the personal computer industry, Apple should conduct research surveys to determine if an Apple mini-notebook is something consumers would be interested in, and if given the choice at the same price (currently $499), would they prefer an Apple netbook to an Apple iPad? This would enable Apple to determine whether or not a new product needs to be created to compete in the mini-notebook market. In addition, since design is becoming increasingly important in the computer industry, Apple should seek consumer feedback concerning ways Macs could improve their current designs. To effectively promote the iPad as a netbook, Apple can take several avenues. First, because the iPad could be easily adapted by children, Apple could greatly bolster its iPad sales by developing educational software for the device and targeting elementary schools with sales promotions and direct marketing emphasizing the product’s educational benefits. To employ this strategy, Apple should send direct mail to public schools and include discounts on iPads based on the schools economic need. Marketing the iPad as computer for children via direct marketing and not the mass media will also help avoid associating the iPad solely as a children’s computer. Apple’s iPad has already done a great job of utilizing public relations to create a buzz about the product. In fact, the product won’t be released until April, 2010 but the United States government is already worried that its popularity will slow down the internet as new iPad users access the internet (Bellaria). To market the product as a netbook, Apple should consider emphasizing the attachable keyboard that would allow the product to be better positioned as mini-notebook (IPad). The best way to do this would be to put ads on the big four broadcast networks, ABC, CBS, FOX and NBC. Apple targets a wide range of consumers and advertising on these networks prior to the product’s release would reach a wide range of the target market. As far as marketing Macintosh computers, Apple should keep the current Mac versus PC ads, but incorporate female versions of the ads to entice more females to switch from PC to Mac. Finally, because the older consumer is a great potential market, Apple should include advertising in news magazines, a medium popular with older adults (Newsmagazine Demographics: A Graying Market). Since many older consumers are apprehensive about technology, the ads should emphasize Macintosh computers’ ease of use and small learning curve. Currently the Apple iPod personal media player offers lower price points and has garnered a market share of around 70%, exceeding all mp3 players for several years. The iPod is to mp3 players what the Sony Walkman was to tape players (Elmer-DeWitt). For this reason, Apple’s target demographic is definitely broader for iPod than its Macintosh brand, partly because of the mix of low and high prices of iPods ranging from the $59 iPod Shuffle to the high-end $399 iPod Touch. Apple still focuses its attention on younger consumers for the simple reason that this age bracket is more comfortable with technology. The iPod targets age brackets from the 12-17 range to the 35-44 age range. Males are typically more tech savvy so they make up a slightly higher percentage of the gender demographic. Since the iPod is a cheaper product, household incomes, with the exception of the $15,000 and below bracket are potential consumers. High school students are another great market for the iPod so those with some high school education and beyond are also targeted by Apple. As for psychographics, the consumer base for the iPod is so broad it would be hard to narrow down consumer similarities to anything more than a love of music (Play Music and More on IPod). The portable mp3 industry is reaching its penetration point and sales are starting to stabilize (Elmer-Dewitt). Portable media players like the mp3 are also following a more connected trend. This means more and more devices, such as the iPod touch are allowing users to access the internet through Wi-Fi networks. Because the iPod is doing so well and has such a loyal brand following, all Apple needs to do is continue to invest just enough in R&D to stay with the competition (Baker). The iPod has reached the maturity age as sales have stabilized in this area. It is time for Apple to start thinking about cutting costs in this department and milking the brand by reducing costs to increase profit margins (Aaker). The iPod can employ a flighting schedule, going on flight hiatus until before and during the peak holiday period to cut costs. iPod only needs to maintain its image as the mp3 player to have. This can be done by continuing some television advertising to general audiences on the 4 major broadcasting networks as well as channels popular with youth, like MTV and the Disney Channel, in which new music is promoted along with the Apple device, thus linking the iPod with youth. Also, since online advertising is extremely effective with younger consumers, commercial banners on youth oriented sites such as MTV. com or Hulu. com will continue to keep the iPod positioned as the definitive music player for the 12-17 and 18-24 year old consumers. Sales promotions allowing consumers to get a discount on a new iPod if they turn in their old model could also be effective for the product. This would also maintain brand loyalty and create a unique selling proposition among mp3 players. The iPhone is very similar to the iPod, especially the iPod touch, in that it can play music and video, (and like the iPod touch, access the internet); however, the device also acts as a cell phone. Over the course of the first quarter for 2010, Apple sold 8. 7 million iPhones, a 100 percent growth in sales from 2009’s first quarter. (Reports First Quarter Results) However, in the smartphone industry, Blackberry still leads the market and Google’s Android has gained a 4% increase in market share. Currently, these smartphones are Apple’s biggest threat. The iPhone has only gained a . 04% market share (Turner). The problem iPhone is likely facing here is the demographics the product is targeting and attracting. The average buyer of the iPhone is almost evenly split among the 15-24, 25-34 and 35-49 age brackets (31, 32 and 31 percent, respectively). 74 percent of iPhone consumers are males and 58% have graduated college. Finally, the average household income of the iPhone is $75,600, so the target consumer likely falls into either the $50,000 to $79,000 or $80,000 to $94,000 household income range. The psychographics of the Apple iPod are the same as those of Mac users because both products, iPhones and Macs, are considered status symbols (White). In the case of the iPhone, Apple needs to work on targeting older users. Only 6% of iPhone users are above the age of 50; however, these consumers have more money to spend. Also, because of the intuitive touch interface, the ease of use of the iPhone could be a strong selling proposition for older consumers without much technological experience. Apple should continue researching ways to improve the ease of use of its product since as the smartphone industry progresses, large screens and touch interfaces are becoming commonplace. Improved usability, longer battery life, and network optimization is where smartphone will be competing in the future (Baker). To improve the user experience of the iPhone, Apple should conduct ethnographic research on current iPhone users. These studies could uncover user frustrations concerning the iPhone experience and focus on the features consumers currently like about the product. This will help Apple improve the user experience even more and enable the company to more effectively market the device to a wider range of less technologically inclined users. Apple could also include an ‘easy interface’ application specifically designed for the older consumer (Aaker). Like the promotional strategy discussed for Macintosh computers, Apple should take out ads in news magazines like Time and Newsweek ,which are targeted to an older demographic, in order to promote the iPhone’s ease of use and possibly the new ‘easy interface’ application to more senior consumers. In regards to the newest Apple iPad, this product has a lot of potential to increase Apple’s sales over the next year. It has already been discussed how the product could increase sales by positioning itself as a competitor in the netbook and touch PC market. In addition, the device can also be positioned as competitor in the eReader market. Gartner recently suggested that the eReader industry would great potential if some current issues were resolved. The first issue is that the eReader industry has not agreed on a proprietary file format for eBooks. This means that currently, there is not a standard book file format that can be transferred from one eReader to another (Baker). However, Apple has enjoyed much success with its iTunes and Application stores for its iPhone and iPod devices. Apple can leverage it online media store competencies to really make the iBookstore a success. If the iBookstore can be as successful as iTunes, not only will this increase eBook sales for Apple, it will also be good for the industry as a whole as it may provide eBook readers with a common file format (Aacker). The Apple company needs to be cautious and strategic however since Barnes and Noble, the owner of one of Apple’s eReader competitors, The Nook, has announced plans to create its own free online bookstore application for the iPad (Hamblen). Another element that has been afflicting the eReader industry is the price relative to the benefit. The Amazon Kindle’s cheapest version sells for $259 (Kindle Wireless Reading Device) and Barnes and Noble’s Nook sells for the same price (Nook, EBook Reader, EReader). The Sony Reader has a pocket version of its reader, set at a price of $199 (Sony – Reader Pocket Edition). These prices are currently considered to be too high for most consumers considering the only function of the eReader is to allow consumers to read. The cheapest version of the iPad is to sell at $499. Even though this is almost twice as high as the Kindle, Nook, and Sony Reader, the iPad offers many more benefits, such as video and audio playback, and access to the internet (IPad). Consumers are therefore more likely to forgive the relatively higher price of the iPad since it offers so many more benefits (Baker). The iPad should continue its mass media commercials on the major networks and work to emphasize its iBookstore in commercials in order to edge out the Barnes and Noble reader application being designed to compete with the iBookstore. Historically, new Apple products are much sought after and are considered status symbols. Because of this, the iPad will be targeted to higher household incomes, primarily the $50,000 to $79,000 and $80,000 to $94,000 brackets. Like other Apple products, the target market will likely lean more toward the male audience and include primarily college raduates. The age range will also likely be 18-24, 25-34, and 35-44 as older consumers typically avoid newer technologies. To generalize all Apple products and their promotional strategies, CEO Steve Jobs does an excellent job of using PR to introduce Apple products and create a buzz for them. However, after the initial buzz wears off, so does the PR. One way Apple could keep its name in the news is by creating a charitable organization, such as an after school technology learning program for inner city high school students, incorporating Mac products into that organization. Overall, Apple is in a very good position to increase its sales over 2011. Consumers are embracing technology, especially mobile media technology. More and more people are watching videos online and embracing smartphone technology (Bhatia). Apple should continue to emphasize the user-friendliness and great design of its products to the young, old, and everyone in between. If Apple does this, in addition to the many promotional strategies outlined above, a 10% increase in sales over 2011 will be very probable and Apple will have a lot of potential for future growth as well.

This situation, in which several caches are allowed to have simultaneous copies of a certain memory location, requires that a certain memory location be in place. This is to make sure that when the contents of that particular memory location are changed, there needs to be a mechanism that ensures all copies remain unchanged. Consequently, some systems employ a software mechanism to ensure multiple copies do not occur. This it achieved by labeling shared blocks so that they are not cached (Chang & Sohi, 2006). Additionally, task data in all caches are prohibited or restricted from migration. Alternatively, all blocks may be allowed to be cached by all processors and to depend on a cache coherence protocol to be responsible of ensuring that there is consistency. Various such protocols have been proposed, designed and/or described with some ideal for shared-bus and others specifically suitable for a general-purpose interconnection network. There is a substantial difference between shared-bus protocols and general network protocols. Firstly, share-bus protocols dep end on every cache controller monitoring the bus transactions of all the other processors within the system and take appropriate action to ensure consistency is maintained. Secondly, each block’s state within the system is encoded in a distributed manner among all other cache controllers. As such, the cache controllers are able to monitor the traffic of the bus for the purposes of coherence; these are referred to as snooping cache controllers (Kurian et al., 2010). Recently, many studies and researches have been conducted and have mainly focused on shared-memory multiprocessors. They are common mainly because of their simple programming model, which means that they are simple to implement. Normally, address space is shared among all multiprocessors. This enables them to communicate to one another via a solitary address space. Technology has made the world a place where secrets are no longer there. James: Because I do not like the idea of technology. People die every day when they travel from one area to another visiting their friends or relatives, plain crushes, vehicles get accidents, ships do sink, cannot you see that. Me: I see that but do not you like the idea of the world being a small place. That you can travel from here to the other country in just a few hours. In the early day, one could walk from one area to another for days and even weeks but today its easy. When I get lost for example in a place I do not know, I just make a call, and I get the necessary help. James: If you look at things like Facebook, Twitter all of these are killing our children’s mind and dreams. Students spend most of their time surfing and chatting with their friends and relatives, what’s for? They could be utilizing that time to study or even help their parents. Me: How could you say that yet they benefit from that a lot, for example, in our community we have a Facebook page where we discuss our issues. Recently, the public service sector is evolving, partly due to the influence of a new management system called Outcome Based Management. In this paper, I am discussing the contents and philosophy of the Outcome Based management approach and how it influenced the public service sector in United States. Outcome Based Management II.1.  Ã‚  Ã‚  Ã‚   Emerging Trend Outcome based management (OBM) is the managerial framework that emphasizes more on forward looking activities. This managerial approach focuses on why are things done and what have actually been done. In a simple sentence, the term encourages managing for actual results. The term is often identified with the sentence: â€Å"better planning generates better outcomes†. The managerial framework first gained attention of public organization’s managers because of its commitment toward results. The public service is always known lo lag behind the private sector because of its weak commitment toward real achievements. This is reveled in various sectors of the public sector, including the environmental sector, health sector and even child-care. These sectors required a system that works based on real-hard results, and OBM’s characteristic that put forth alignment between services delivered and actual goal achievements is a dominant catalyst in the adoption of this concept into the public service sector.   II.2.  Ã‚  Ã‚  Ã‚   Elements of OBM There are several elements of OBM. The first is the outcome itself. Outcome is the impact, result or consequences for the organization of related parties. If the outcome of a particular project matched existing corporate objective, then the company have successfully performed the OBM. The second element of OBM is the services given. They are tools to achieve the outcomes determined earlier. The third element is the Key Performance Indicators. The performance indicators function as an analysis tool that determines whether the targeted outcomes are achieved or not. The traditional perspective perceived a company to perform three important activities, which are: planning, budgeting and reporting. According to the OBM perspective however, these activities can be explained further using a chain of detailed process, which includes: Formulation of corporate goals and strategic outcomes Formulation of mission statement and the strategic plan Formulation of budgets, including key performance indicator targets Delivery of services Performance reporting in annual reports Performance assessment Outcome Outcome is simply the reason why corporate activities are performed. There are actually three levels of outcomes, the first is corporate goals. It is the highest level of outcome and the most general one. The second is called strategic outcomes, which relate corporate goals into these parties: the people in general (community), the environment, the economy, the region and governance. Considerations of these factors brought to the finding of strategic outcomes. The third is called agency-level outcomes, which functions are to detail the general outcomes into more specific targets. The formulation of agency-level outcomes is the final step before performing the services Clearly defining corporate outcomes are important element of the OBM application. This is true because the outcome information will be used to direct the organization within its activities. For example, the outcome information is generally used by the corporate management to: trigger corrective actions like identifying problem areas that requires attention; identify best practices; motivate employees and to perform planning and budgeting activities. The outcome objective can also be used by external parties to: perform economic analysis, provide informed commentary, and perform benchmarking. Services   Ã‚  Ã‚  Ã‚  Ã‚   The next step in OBM after properly defining the right goals, strategic level outcomes and agency level outcomes is defining how each unit could contribute to the achievement of organizational goals. OBM stresses on the importance in finding the link between the desired outcome and the services delivered. This is necessary because according to the OBM resource should be allocated to any unit unless it can contribute to the achievement of organizational goals. Alignment between the goals and the service provided is a must because once such an alignment is achieved; the collection of costs and performance data is easier to perform. After defining the specific agendas of each unit of the organization, the next step within OBM is reviewing the service agendas. The common practice in OBM organizations is by developing a service checklist that will enable them to evaluate whether the services delivered are the right ones. Performance Indicators   Ã‚  Ã‚  Ã‚  Ã‚   The third step in the application of OBM is developing performance indicators. The presence of the right performance indicators will allow performances to be measured, evaluated, and improved. The general performance indicators in OBM are divided into two categories, which are: effectiveness indicators and efficiency indicators. The two categories should have at least three characteristics, which are: relevance, appropriateness and fair representative ness. Defining these indicators enables the organization to perform continuous improvement by identifying emerging issues and specify the best services to deal with the issues, and furthermore, improve organizational accountability.   II.3.  Ã‚  Ã‚  Ã‚   Expert’s Opinion about OBM   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The ideal implementation of the OBM concept supposedly generates the following conditions: Encourages information sharing between employees and externally with clients, partners, etc Encourage communication of organizational achievements Easier and more effective reporting activities Increased flexibility and scalability Lead to effective use of available business information for analytical reporting, decision making and forecasting. Improve operational efficiency Increased profitability from relationship with partners and suppliers Drive operating staff toward the achievements of strategic results, etc Taking account of these achievements, the OBM concept is generally benefiting organizations as a whole, particularly the less committed public service organizations. There are however, obstacles that must be faced. In the process of defining outcomes and unit contribution to that outcome, there are individuals and parts of the organization that are reluctant to share data due to fear of inaccuracy or more often, unfavorable interpretation. The second challenge is caused by the tendency of people that have invested in their data collection to be unwilling to share the information due to the loss of credit in the work involved. The third challenge is cost oriented. Some data required to achieve accurate measurement are more expensive than others. The fourth challenge is simply caused by the fear of being judged for something that we cannot control. In many sectors, like the environmental and health sectors, there are often uncontrollable variables that considerably affect the achievements of organizational goals. Including these factors in the evaluation system will be inaccurate and furthermore, most likely become the source of discontent ness among employees.   II.4.  Ã‚  Ã‚  Ã‚   Identification of the Trend   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Organizations and institutions that use OBM concepts generally have specific characteristics within them. The implementation of OBM is similar in various sectors despite the different services offered by the sectors. The implementation can be detected in the form of steps performed to identify goals and linking them to services performed. The amount of resources and time dedicated to each step might differ from one industry to the others depending on the difficulty of performing each step, but the steps that are performed are generally within the same order. For example, in the environmental public services, the amount of resources committed to define the desirable outcome is quite enormous and significantly larger than other sectors; This is due to the difficult nature of defining the suitable environmental targets to be achieved from environmental projects. In health care sector and child care sector on the other hand, identifying what services to perform in order to achieve identified goals are the most difficult step and the one requires most observations. These sectors however, are all performing similar elements of the OBM approach. Implications for the Public Service III.1.  Ã‚   Unique Sector   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Public service is generally known as governmentally-run organizations which all resources are generated from the government and thus, from the public themselves. If we are to study the development of this sector however, it is necessary to reveal how the public service sector is rationally different from the private sector. The most basic difference is the fact that in the private sector, most activities started at the supply side. Technology, for instance, is known as a tremendous catalyst from the supply side of business in the private sector that generates dramatic changes in various industries.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the public service sector on the other hand, the main intervention that leads to change originated from the demand side. Ironically, there are generally little chances to charge the public directly for the services they receive. Governmental taxes are the media that connects the payment between the public and the public sector workers. In addition of becoming a tool of delivering what the public needs, the public sector is also the tool to create a balance in the private sectors’ operations. In the transport and utilities sector for example, where networks grows and the element for natural monopoly is strong, public involvement is required to prevent market failures and the abuse of market positions (Franà §ois, 2003).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the light of this unique structure, we can logically guest that the problem with public service sector is actually the presence of the government as an intermediary party itself. In the private sector, people are working for their customers and they gain payments from them as well. This trade between service and payments happens dynamically and each side can influence the trade. In other words, it is easier for the private sector workers to influence the amount of payment they will receive. In the public sector on the other hand, people are working for the government.   Workers are not in direct trade of service and payments as the private sector. It is harder for them to influence the amount of payment they will receive (Glaeser, 2003).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In discussions of why productivity and efficiency in the public sector is often considered worse than the private sectors, many factors are mentioned, but the condition revealed above is one of the reasons often mentioned. The private sector workers are generally more motivated because in their frame of mind they have a way of influencing their own destiny. The public sector workers on the other hand, are working for different people than the one signing their checks. Knowing that the quality of their work will not influence their salaries, public sector workers are subject to a declining working motivation (Disney, 1998).   III.2.  Ã‚   Challenges   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In addition to the general problem mentioned above, there are also other issues that are parts of the new development of the public service sector in United States. Political leaders indicated the need to recruit the next generation of public sector workers. It is believed that the public service sector environment today has already evolved into phases that are out of the older-generation’s league. The new system of management requires new workers with the ability to learn and adapt to the evolved conditions of the public service sector. Others however, believed that such a change will not be beneficial due to the similar image of the job. Workers at the public service sector are still viewed as a ‘public servant’, a phrase which are highly unpopular in American society. Despite the enhanced system of management, if the government is unable to maintain change this image, the new workers are still going to be the ‘new generation of public servants’, in the sense that they have minimum bargaining power over the services they provide and salaries they receive. Another issue in the public service sector, particularly in the United States is the ageing structure of the public service workers. Statistics indicated that with the reluctance of young people in entering the sector leave only old people within the sector. This will obviously mean a degradation of management quality within the public service sector. Another study indicated that information deficiency is significant problem in managing public services. The information regarding desired outcome are generally owned by the lowest people in the managerial chain, while the strategic decisions are made by the government which has little access to the information (‘Challenges’, 2008). III.3.  Ã‚   Implications of the OBM Approach III.3.1. New Systems   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The application of the OBM approach to the public service sector might address several of the problems mentioned earlier. For example, the lack of motivation could be solved by better focus on actual results and linking organizational objectives directly to services performed. Successful application however, requires adaptation to the steps and elements of the OBM approach.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the public service organization, the desired outcomes can be those specified in the annual budget statements or those identified in legislation and specified by the related authority. For example, the general outcome of a public sector could be: accessible, reliable and safe public transport system, or a fair and independent criminal prosecution service. In the public service organizations, these general outcomes can then be translated into the agency-level outcomes. Furthermore, the use of outcome information in the public service organizations, can internally improve the budget setting process, while externally it can improve agency control, make it easier for other agencies to make contributions to the organization (Hundley, 1991).   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   In the next step, OBM leads the public sector organization to specify agency-level services that are required to achieve the agency-level outcomes. The service checklist consist of questions like what service are delivered, what outcome are the services addressing, what results are the service addressing. This is related to the fact that public sector organizations exist to serve the public rather than to achieve organizational profit. Communicating information The people that are exposed to new information generally come from the lowest structure of the organization. Thus, the organization must design a system and furthermore, the skills to communicate information up to the highest level of management. Linking service activities to established goals Under the OBM approach workers at the public service organization are demanded to constantly see the linkage between the goals, outcome defined agency-level outcome and finally the service performed. Gender roles have been a predominant factor in our world since the early emergence of human societies whether they are positive or negative. They are based on expectations that societies have over the people in them. The Epic of Sunjata, shows us how men and women are treated almost equally in different forms. Women are praised for their ability to birth leaders, which is similar to the early Greek Society. In most societies, women are treated less equal than men. This was prevalent in the early Indian society. No matter the gender role, it has been shown that any society cannot survive without both men and women. As we studied in class, early Indian culture and society in 300 C.E., the Hindu society was dominated by the caste system, which influenced almost every aspect of life. Each caste had its own particular dharma, carrying with rights, obligations and restrictions. Beyond this was a generalized dharma applicable to all: deference to the Brahmins, devotion to the gods, and reverence for the Ganges and for sacred cattle (Connections, Pg. 58). Procreation too, was considered a sacred duty: large families were seen as blessings from the gods, and any attempt to limit family size was frowned upon (Connections, Pg. 58). Since reproduction was essential to reincarnation, for most people marriage and parenthood were moral obligations. Naturally, to fulfill their dharma, people had to marry within their caste. Parents arranged proper unions for their children, sometimes at ages as young as eight or nine, before sexual attraction had a chance to complicate things. Indian society was patriarchal, centered on villages and extended families dominated by males (Connections, Pg. 4). Michelangelo Buonarroti was called to Rome in 1505 by Pope Julius II to create for him a monumental tomb. We have no clear sense of what the tomb was to look like, since over the years it went through at least five conceptual revisions. The tomb was to have three levels; the bottom level was to have sculpted figures representing Victory and bond slaves. The second level was to have statues of Moses and Saint Paul as well as symbolic figures of the active and contemplative life-representative of the human striving for, and reception of, knowledge. The third level, it is assumed, was to have an effigy of the deceased pope. The tomb of Pope Julius II was never finished. What was finished of the tomb represents a twenty-year span of frustrating delays and revised schemes. Michelangelo had hardly begun work on the pope's tomb when Julius commanded him to fresco the ceiling of the Sisti ne Chapel to complete the work done in the previous century under Sixtus IV. "I never sent for you" Anse says "I take you to witness I never sent for you" (37) he repeats trying to avoid a doctor's fee. Before she dies Addie requests to be buried in Jefferson. When she does, Anse appears obsessed with burying her there. Even after Addie had been dead over a week, and all of the bridges to Jefferson are washed out, he is still determined to get to Jefferson. Is Anse sincere in wanting to fulfill his promise to Addie, or is he driven by another motive? Anse plays "to perfection the role of the grief-stricken widower" (Bleikasten 84) while secretly thinking only of getting another wife and false teeth in Jefferson. When it becomes necessary to drive the wagon across the river, he proves himself to be undeniably lazy as he makes Cash, Jewel, and Darl drive the wagon across while he walks over the bridge, a spectator. Anse is also stubborn; he could have borrowed a team of mules from Mr. Armstid, but he insists that Addie would not have wanted it that way. In truth though Anse uses this to justify trading Jewel's horse for the mules to spare himself the expense. Numerous times in the book he justifies his actions by an interpretation of Addie's will. Anse not only trades Jewel's horse without asking, but he also steals Cash's money. Later on he lies to his family saying that he spent his savings and Cash's money in the trade. "I thought him and Anse never traded," Armstid said. "Sho," they did "All they liked was the horse" Eustace a farmhand of Mr. Snopes said.

As nice as it sounds with money, popularity, and not to mention the thousands of fans, there have always been three key flaws of being a well-known singer; the no privacy, the work shift, and family. In the first place, becoming a celebrity, especially at a young age, would require accepting the fact that I would no longer have â€Å"alone time. † For instance, say I wanted to go o ut with my friends and have a good time.I would have simply one drink and the next day, Star magazine would accumulate rumors and it would be saying that I am an alcoholic, that my life is in chaos and I am getting drunk to compensate for this. Even working in the studio with another singer of the opposite gender and taking a lunch break together would be blown out of proportion. Correspondingly, if I was to be in a relationship, tabloids would be taking pictures of our every move and it would come out any way the paparazzi wanted the story to play out, for the enjoyment of others.It may even get to a point where if there was no interesting news at the moment, they could twist it so there would be a break up with the guy I was seeing. My private life would be public. No matter what was going on in my love life, the whole world would know. I could become an open matter for the world to judge. Consequently, the work hours may seem to be the equivalent with a majority of other jobs how ever, it comes with that and more.Knowing the music industry, I could be anywhere, possibly doing a world tour or maybe even an album promotion in LA, New York, etc. This requires a lot of adjustment to different time zones and studio work could possibly even call me to be there at six in the morning and not get out of there until later into the day. Exhaustion would be the highest factor in my life. After a while you could even get sick of it, mentally or physically. There would also be promoting the records and endorsements that would cause more inhumanly hours of work.Somehow I would likewise have to manage to fit in interviews and publicity stunts on top of all of that. Let’s not forget the myriads of charities that would be necessary for me to be getting involved in. Lastly, my family would be the third and probably leading flaw with my choice.
